Territorial Chief of Staff

Officially founded in 1999, Nunavut exists where tradition meets progress. Much of the Territory has inherited millennia of history and culture of Inuit. Rooted in this rich tradition, the Government of Nunavut (GN) prepares for a prosperous future by investing in high-quality education, healthcare, culture, environmental protection, and industry growth.

The Government of Nunavut is seeking a Territorial Chief of Staff whose clinical experience may include any of the following areas: family practice, pediatrics, emergency, obstetrics, and areas of general practice. Nunavut is a budding territory with opportunity to work directly with policy-makers and participate in the executive management of the Department of Health. Medical services are currently delivered by 31.5 physicians across the Territory, including 26 family doctors and 5.5 FTE specialists (most in Iqaluit), with additional locums and visiting specialists.

Job Requirements

As Chief of Staff, you will be accountable for the quality of medical care across Nunavut, in alignment with the Strategic Plan of the Department of Health, while ensuring appropriate clinical oversight for physician services across the Territory. You will work in concert with the Department’s Senior Leadership Team to develop a process for recommending benchmarks for quality of care and patient safety, strategies for improvement, and regular reporting of compliance to the Joint Executive Committee.

A collaborative leader, you will chair the Territorial Medical Advisory Committee and other committees, develop policies regarding the practice of medical and dental staff, supervise and appoint Physician Leads who are directly responsible for quality of medical care in their clinical areas and regions, and provide executive medical leadership for the Nunavut Family Medicine Residency Program (NunaFam). Among your priorities will be enhancing education and research throughout Nunavut, facilitating opportunities for Nunavut Inuit and other Nunavummiut to obtain medical training and work locally as medical professionals, supporting the employment of Inuit at a representative level within the Department, and facilitating the development of resource plans, clinical utilization review of all activities, and performance reviews of all physicians.

This is an exceptional opportunity for a GP or specialist with a great deal of clinical experience who is focused on administrative leadership yet not removed from everyday practice and is, therefore, aware of clinical challenges.

You are both interested and experienced in remote and/or rural medicine, possess excellent networking and relationship-building skills, have the political acumen and capacity to deal with senior leadership, and are prepared to strike the right balance between your considerable administrative responsibilities as Chief of Staff and your role as a clinical practitioner. Equally important, you demonstrate cultural awareness, humility and a deep understanding of the Territory, the history of the people and the world view of Inuit and Inuit organizations, are familiar with the residential school system and associated social and medical issues, and truly desire to be an active member of the community.
